EPA recently announced a shift in its technical assistance strategy with the launch of the Real Water Technical Assistance (RealWaterTA) initiative, a renewed effort to focus federal resources on practical, results driven support for drinking water and wastewater systems. The new policy rescinds a March 2023 memorandum which, according to the agency, diverted resources away from the core mission of protecting public health under the Safe Drinking Water Act (SDWA).
EPA describes the revised RealWaterTA as a “back to basics approach” designed to refocus assistance on best practice solutions that address real world challenges facing water systems. The initiative emphasizes direct support that helps small and rural communities achieve and maintain compliance with the SDWA and Clean Water Act (CWA). Small and rural systems often struggle to remain fully compliant with evolving regulatory requirements, particularly given limited financial, technical, and workforce capacity. This program aims to ease the burden on these systems by strengthening operational capabilities, improving workforce capacity, and supporting the technical and financial management pracites necessary for reliable drinking water service.
The memorandum also calls for stronger accountability and measurable results. Technical assistance funding will be directed toward activities that produce tangible improvements for utilities and communities rather than programs with unclear outcomes. By focusing resources on current drinking water challenges, EPA aims to ensure federal technical assistance delivers meaningful improvements in water quality, infrastructure reliability, and long-term public health protection.
The renewed emphasis on practical, on-the-ground support reflects a growing recognition that many water systems, particularly small and rural ones, face structural challenges that extend beyond regulatory compliance along. Aging infrastructure, workforce shortages, and limited technical capacity continue to strain utilities across the country. Targeted technical assistance that helps utilities strengthen engineering, operational, financial, and managerial practices can play an important role in helping systems address these challenges and sustain reliable service
